We are excited to announce the 94th Annual Conference of the Treasurers' Association of Virginia
hosted by the Honorable Tanya Remson Wilcox, MGT and Treasurer of Fauquier County.

This conference is an annual event for treasurers and their staff from jurisdictions across Virginia to get together for educational purposes and networking, as well as to forge connections with sponsors and vendors who are vital to our industry.
Our planning committee has created a fun and informative program of events, so please register today.
There is no virtual/zoom option for the conference.

*** IMPORTANT INFORMATION ***

A Full Treasurer/Deputy Registration (including retirees) entitles treasurers and their staff to all regularly scheduled events, including education sessions, dinner and entertainment on Sunday and Monday evenings,
and the President’s Reception and Awards Banquet on Tuesday evening.

Sponsors (excluding Pony Club Vendors) are entitled to a certain number of Full Registrations based on their sponsorship level. (Reference the Sponsors' and Vendors' Brochure at the bottom of this site for the number of full registrations applicable to each sponsorship level.) For those Sponsors who have already committed and paid their sponsorship, please email Mary Catherine Anderson ([email protected]with the names and contact information for the representatives who will be utilizing those complimentary registrations.

A Spouse/Partner/Guest over age 12 Full Registration is available for Treasurers, Deputies, their staff, and Sponsors (excluding Pony Club Vendors) who want their family members to join them for the conference. This registration entitles those guests to all meals and entertainment on Sunday, Monday, and Tuesday evenings, including the President's Reception and Awards Banquet.

A Child Registration (for children 12 and under) is available for children of Treasurers, Deputies, their staff, and Sponsors (excluding Pony Club Vendors). It entitles them to all meals and entertainment on Sunday and Monday and the Children's Banquet on Tuesday evening (in lieu of the President's Reception and Awards Banquet).

Some events are optional including Sunday’s Bar Crawl & Monday's Excursions. They are not included in the Full Registration. You must pay separately for these optional events. They are add-ons to your registration.

Education sessions are also available as a la carte items for those not wanting to purchase a Full Registration. Education Session Only Registration entitles the attendee to breakfast and lunch for each day's attendance. It does not include dinner or evening entertainment.

Municipal fraud: detection, prevention, risk factors
Our Keynote Speaker is Kimberly Nelson, Ph.D. Dr. Nelson is a professor of Public Administration and Government at the University of North Carolina at Chapel Hill and the Director of Strategy, Programming, and Research at the Center for Public Leadership and Governance. She is an expert on local government management, form and structure, and municipal corruption. Dr. Nelson will discuss municipal fraud; public corruption; fraud detection; risk factors for fraud; internal controls to prevent and detect fraud; and other fraud prevention techniques for local municipal treasurers. She will also review and discuss the Rita Crundwell/City of Dixon fraud case, discussing from her perspective/opinion the red flags that were apparent to her regarding the fraud in that case, the lessons to be learned by municipal treasurers from it, and will answer questions from the audience. Lindsay Ragheb is Wholesale Payments Sales Manager for Truist Financial Corporation. She oversees Treasury Solutions Sales for Greater Washington/Maryland and Virginia regions. Since being named to this position in July 2018, Ms. Ragheb leads 12 Treasury Consultants on delivering Payments strategies for clients focused on Speed, Safety, and Simplicity. With more than 25 years of banking experience, she began her banking career with SunTrust now Truist as a Commercial Banking Relationship Manager and then 9 years as a Treasury Consultant. After spending 6 years with U.S. Bank as a CRE Deposit & Payments Relationship Manager, Ms. Ragheb returned to SunTrust now Truist. She will be discussing what fraud prevention offerings the banking industry has to offer for municipalities.

Lorie Cox
Executive Leadership Educator
Lorie Cox held various executive leadership positions from front line operation to corporate leadership development for organizations such as Dish Network, Capital One, and Medical Transport Management. She is currently the Director of Logistics/Dispatch for Medical Transport Management, overseeing a team of 200 dispatchers, supervisors, and managers who coordinate non-emergency transport of Medicare and Medicaid members throughout the United States. One of Ms. Cox's passions is leadership and people management development at all levels. Thus, will give a presentation about sharpening your leadership skills.

TAV Gives Back

This year's beneficiary of the TAV Gives Back drive is The Fauquier Food Bank. In Fauquier County, approximately 6.4% of the citizenry experiences food insecurity, according to the Food Bank and their nonprofit partners, Share the Harvest and Emmanuel Episcopal Church. That equates to approximately 4,300 people. The Food Bank and their partners provide food, senior commodity boxes, personal supplies, and firewood to citizens of Fauquier County. 

Our goal for the Annual Conference is to raise $3,000.00 in monetary donations or goods for The Food Bank. We are immensely grateful for TAV's generous donations to support The Fauquier Food Bank's efforts to abate food insecurity in Fauquier County. There are two simple ways to donate:

The Honorable Tanya Remson Wilcox requests the honor of your presence at the President's Reception and Banquet. The evening's inspiration is Fauquier County's Gold Cup Races, where spectators dress in their best Derby wear, including ornate hats, seersucker, and bright colors. There will be a contest for the best hats; one for the ladies and one for the gents. So, don your best and brightest - we look forward to seeing you at the Winner's Circle! Kyle Laux
Senior Vice President

Kyle Laux began his career with Davenport in 2003 and since that time has served as Municipal Advisor to local governments throughout the nation. Mr. Laux’s experience in public finance is diverse and he has led efforts in financial modeling, capital planning and credit rating strategy development for large cities and counties, small towns and regional entities. Mr. Laux also has considerable experience working on behalf of established issuers and entities obtaining their first credit rating. Mr. Laux graduated from Kenyon College with a degree in economics. Mr. Laux's presentation will focus on debt service, from start to closing.
Roland Kooch, Jr.

Roland Kooch has worked in public finance since 1993 and has served as Municipal Advisor to public sector and not-for-profit clients throughout the nation. Since joining Davenport in 1998, Mr. Kooch has led the analytical, financial modeling, and credit work on a wide variety of governmental and enterprise system engagements including large, complex municipal issuers, small local government borrowers and troubled entities. Mr. Kooch received his B.S. in business administration with a major in accounting from Georgetown University in Washington, D.C. Mr. Kooch's presentation will focus on debt service, from start to closing.

Scott Fleming is a director and currently serves as the program administrator for the Virginia State Non-Arbitrage Program (SNAP®) and leads our investment advisory business in Virginia. He leverages the firm’s resources to assist governmental entities with their investment of bond proceeds and idle funds. He also helps educate institutions in the Commonwealth through classes focused on cash and investment management as a volunteer instructor for the Treasurers’ Association of Virginia and Virginia Government Finance Officers Association. His presentation will focus on debt service from the time which the locality has the money from the lender, including draw downs, arbitrage, handling interest in excess of arbitrage limits, and calculations.
Chris Rekawek
Director

Within the Structured Products Group, Chris Rekawek manages projects related to the structuring and procurement of refunding and cash defeasance escrows. He is also heavily involved in the structuring and procurement of various bond proceeds portfolios including sinking funds, project funds, debt service funds and debt service reserve funds.
Mr. Rekawek's presentation will focus on debt service from the time which the locality has the money from the lender, including draw downs, arbitrage, handling interest in excess of arbitrage limits, and calculations.
Mike Steinbrook

Mike Steinbrook serves as the director of the firm's Arbitrage and Tax Compliance Group, managing client relationships nationally including arbitrage rebate compliance services provided to participants in the local government investment pools (LGIPs) for which the firm serves as investment advisor. For more information about Mr. Steinbrook's extensive experience, please see the Conference Brochure. William Fussell

VA Compensation Board
Bill Fussell joined the Compensation Board in July 2008 as the Treasurer and Commissioner Program Fiscal Technician, where he served for 10 years. After spending some time as a Technician in each of the other programs, he was promoted to Customer Service Supervisor after his Manager retired in 2021.  He has extensive experience in Retail Management, Training, and Customer Service. Mr. Fussell was an Honors Graduate with an Associate’s Degree in Business Management with Computer Specialty from Anne Arundel Community College in Maryland in June of 2007.

Mr. Fussell will review the more technical aspects of the interactions between treasurers' offices and the Compensation Board. He will also review the most frequently asked questions TAV members are posing and how he would like members to address those issues. The session will end with an opportunity for Q & A.
