DAN EMR
EXECUTIVE DIRECTOR
WORTHWHILE
Dan Emr first became aware of human trafficking in 2010 when a young couple visited his church to share about their work supporting women impacted by trafficking overseas. The encounter prompted him to leave his position at an engineering firm and pursue what he saw as a clear calling to address this issue more directly. Shortly after, he founded Worthwhile, a nonprofit organization serving survivors of human trafficking.

Dan’s early life experiences as a missionary kid growing up in Ukraine shaped his perspective on service and personal sacrifice. Witnessing his parents leave behind a stable and comfortable life in the United States to pursue mission work provided a framework for the decision he would later make in launching Worthwhile.

Today, Worthwhile provides the most comprehensive trafficking survivor services in Pennsylvania. Its programming includes safe housing, employment opportunities, and outreach initiatives across schools, correctional facilities, and communities, serving women, men, and youth. In addition to its direct services, Worthwhile engages in national awareness efforts that reach over 2.3 million people annually through media, events, and public speaking, helping to educate the public about the realities of human trafficking.

Worthwhile’s mission centers on helping survivors reclaim a sense of value and purpose, rooted in the belief that every person is truly worthwhile.

DIRECTOR OF THE NEW DAY TO STOP TRAFFICKING PROGRAM
THE SALVATION ARMY

Ms. LaRocca has been supporting victims of gender-based violence for 20 years beginning at Women Against Abuse (WAA), the lead domestic violence agency in Philadelphia, where she supervised and coordinated the Philadelphia Domestic Violence Hotline and intake to two 100-bed shelters. Ms. LaRocca has advocated for the rights and identification of human trafficking and domestic violence survivors through various partnerships and collaborations in Philadelphia with service providers, city systems, and law enforcement, including the Philadelphia Anti-Trafficking Task Force, Shared Safety Collaborative, and the Philadelphia Anti-Trafficking Coalition.

CAROL ANDERSEN
CEO
BLOOM
Carol Andersen is a visionary nonprofit leader with more than 30 years of experience serving mission-driven organizations in healthcare, child welfare, membership, and advocacy sectors. As CEO of Bloom for Women, she has transformed a single home in rural Pennsylvania into one of the most comprehensive anti-trafficking programs in the state—operating five residential homes, two social enterprises, and a growing outreach network serving survivors across the Lehigh Valley and beyond.

Motivated by personal relationships with women trapped in exploitation, including one who tragically lost her life, Carol founded Bloom (originally Bloom Bangor) with a mission to provide sanctuary and a path to independence for survivors. Under her leadership, Bloom has expanded to include emergency crisis response, a two-year restorative residential program, services for pregnant and parenting survivors, independent living housing, and a robust community outreach model.

Bloom’s work has garnered national recognition, with Carol and her team presenting program outcomes at national conferences and sharing outcomes as well as innovations such as Bloom on the Inside, a pioneering in-jail outreach and reentry support program, and Bloom Flourish Workforce Development, a vocational pathway equipping survivors with job skills, employment, and financial independence.

Carol has shaped Bloom into one of the nation’s leading models of comprehensive care for survivors—integrating long-term housing, clinical and emotional support, workforce development, outreach, and economic empowerment through social enterprise. Her leadership ensures that Bloom is not merely a place of refuge, but a launchpad for healing, independence, and lifelong transformation.

Named a Lehigh Valley Woman of Influence, Carol is a respected voice on survivor care and prevention, frequently speaking to national audiences, policymakers, corporate leaders, and faith communities. She champions systemic change—ensuring every survivor has access not just to safety, but to dignity and opportunity. At the core of her leadership is a commitment to elevating survivor voices and centering lived experience, believing that those who have endured exploitation should be the ones to shape—and lead—the movement forward.
