Ed Sniffen
dIRECTOR OF the state of hawaii DEPARTMENT OF TRANSPORTATION
Ed is a recognized state department of transportation leader on the topics of safety and resilience. He has served as the chair of the Committee on Transportation System Security and Resilience for the American Association of State Highway and Transportation Officials and has testified on Capitol Hill about a variety of infrastructure resiliency issues. Sniffen is a professional engineer and earned a bachelor of science degree in civil engineering from Santa Clara.

Tim has extensive experience in public policy, regulatory, antitrust compliance, international and government affairs at NADA.  His work focuses on antitrust compliance, regulatory and information policy, legal representation, legal research, legislative drafting, domestic and global chemicals policy/chemical management issues, product stewardship and sustainability issues, international initiatives and coalition building.   He earned a juris doctorate from the Loyola University New Orleans College of Law. 

Melissa Pavlicek, J.D.

Melissa serves as the executive director of HADA. She graduated from the William. S. Richardson School of Law. Raised in Maui, she is the president of Hawaii Public Policy Advocates, LLC, an association management and government relations consulting firm. She earned an undergraduate degree in journalism from the University of Hawaii and currently serves as the vice chair of the Hawaiian Humane Society board.
