Keynote Speaker
Mike Carter was born and raised in Tulsa, Oklahoma where he attended Will Rogers High School.  He is a graduate of Northeastern State University and the 221st session of the FBI National Academy.  He is an Instructor with the Council on Law Enforcement Education and Training and a Law Enforcement Driving Instructor.  Mike served for many years as the team leader for Crisis Negotiators on the Sand Springs SWAT Team. 
In 1995, he served at the scene of the Murrah Federal Building bomb attack in Oklahoma City. In 2000, Mike submitted a suggestion to the Tulsa World who had asked for ideas for the State Legislature and Governor to consider. The idea he suggested was selected and later made into the current law which makes it a felony to elude a police officer. In 2011, he presented information to the Public Safety Committee who was conducting an interim study on pseudoephedrine sales. Several of the ideas presented were later made into law. He held the ranks of Corporal, Sergeant and Deputy Chief which resulted in his being promoted to Chief of Police in 2015.
City Manager & Former Chief of Police for Sand Springs, Oklahoma
In 2016, he introduced the concept of an annual “Policing Plan”, which the Sand Springs Police Department was awarded the 2018 International Association of Chiefs of Police Leadership in Community Policing. This highlighted the department’s commitment to working with their community to police in a manner that the public could participate and introduce reforms that kept the communities values

He also helped to develop one of the most progressive collective bargaining agreements with the Fraternal Order of Police in the State of Oklahoma. The provisions in the contract demonstrate the character of Sand Springs Police Department and is highlighted by the fact that only one grievance has been filed by any officer in 28 years. This is one of the main reasons the Citizens of Sand Springs have such trust in their police officers.
Mike also has received numerous awards during his career with the Sand Springs Police Department.  Included in these are, the Medal of Valor, two Life-Saving awards, City of Sand Springs Employee of the Year, two Sand Springs Police Department Officer of the Year awards, Sand Springs Rotary Club Police Officer of the Year and 2021 Sand Springs Chamber Citizen of the Year.
In 2021, Mike was asked by the City of Sand Springs to retire from police work so that he could take the position of City Manager, which he has held since March of that year.

Mike is married to his wife Debbie who is a speech pathologist at a Tulsa hospital and two children Zachary who is a Methods Engineer in Wichita Kansas with an aerospace company, and Emma who attends Oklahoma State University.
