Cyrus Daftary
Tax Principal, Information Reporting & Withholding, KPMG LLP

Cyrus Daftary is national operations leader for KPMG’s Information Reporting & Withholding Tax Service practice as well as KPMG International’s global Automatic Exchange of Information network. Cyrus advises a number of global financial institutions and multinational corporations about how to implement, manage, and monitor compliance obligations and systems with regard to United States’ withholding and reporting, Foreign Account Tax Compliance Act, and Common Reporting Standard requirements.
 
Prior to joining KPMG, Cyrus was co-founder and CEO of Markit | CTI, where he managed the consulting practice and designed and implemented client systems. Earlier in his career, he was a partner at Burt, Staples & Maner and also worked at another Big Four firm. Cyrus has served as a member and chairman of the IRS Electronic Tax Administration Advisory Committee. He has published and presented extensively in the areas of anti-money laundering, the European Savings Directive, international withholding and reporting, tax technology, and e-commerce topics.
 
Cyrus holds an LLM degree in corporate tax from Temple University, a JD degree from the University of Dayton School of Law, and a BS degree from Indiana University.
Tara Ferris
Principal with EY in New York.

Tara Ferris advises multinational financial institutions on FATCA and CRS implementation, QI and WP compliance, and Section 871(m) and 1446(f) implementations. In addition to working with clients on the information reporting and withholding issues, Tara also works with industry groups on significant information reporting and withholding challenges. Tara joined EY from the IRS where she served as Senior Counsel with the Office of Associate Chief Counsel (International). In this position, Tara worked on matters relating to FATCA, non‐resident alien withholding and reporting, and international aspects of domestic information reporting. Tara is a principal draftsperson of the QI Agreement (including the compliance requirements and requirements for QDDs under Section 871(m)), and WP/WT Agreement. Tara is a principal draftsperson of the FATCA regulations, notices, and forms, Chapters 3 and 61 coordination regulations, FFI Agreement. Tara is a contributing draftsperson to the withholding aspects of the regulation under Section 871(m), FATCA Model 1 and Model 2 intergovernmental agreements, and competent authority arrangements. She also represented IRS in the negotiation of select intergovernmental agreements. Tara served as an Advisor on Automatic Exchange of Information at the OECD where she provided advice on creating synergies between the Common Reporting Standard (CRS) and FATCA and consulted government delegates on methodologies for ensuring financial institution compliance with CRS. She had served as Attorney‐Advisor to the Honorable David Laro of the United States Tax Court. She received an LL.M. in Taxation, with distinction, from Georgetown University Law Center and a J.D. from Chapman University School of Law.
Laurie Hatten-Boyd
Tax Principal, Information Reporting & Withholding, Washington National Tax, KPMG LLP

Laurie Hatten-Boyd advises financial institutions and other withholding agents on their information reporting and withholding (IRW) requirements for payments made to U.S. and non-U.S. account holders and counterparties. Laurie routinely engages in a wide range of withholding tax advisory services to assist both financial and nonfinancial institutions in complying with their U.S. tax information reporting and withholding requirements (for example: diagnostic reviews, QI external audits, U.S. withholding tax advisory services, tax information reporting assistance, tax training, global withholding tax guidance, merger and acquisition assistance, and voluntary disclosures assistance).

Prior to joining KPMG, Laurie was an Attorney-Advisor with the IRS Office of Associate Chief Counsel (International), where she worked exclusively with the section 1441 withholding regime, including co-drafting the amendments to the 1441 regulations, the qualified intermediary agreement, the qualified intermediary audit guidelines, and the proposed agreements for withholding foreign partnerships and trusts.

Laurie is a frequent speaker on foreign withholding issues and has authored articles appearing in The Tax Lawyer and The International Tax Review. She holds a JD degree from Gonzaga University and LLM from Georgetown University Law Center.
 
Julio Jimenez
Principal in the Tax Services Group at Marks Paneth LLP

Julio Jimenez specializes in international tax services for multinational corporations and individuals. Prior to joining the firm, he served in technical leadership roles at two different national public accounting firms, his own international tax advisory practice and the Internal Revenue Service National Office of the Chief Counsel, where he was involved in both IRS examinations and Department of Treasury published guidance. Mr. Jimenez is highly skilled in international tax structuring and planning, financial products, tax treaty issues including the Authorized OECD Approach (AOA) and permanent establishment determinations, hybrid instruments, foreign tax credits, hedging, treasury and risk management strategies and foreign currency issues. Mr. Jimenez advises clients on the impact of the Tax Cuts and Jobs Act on international tax provisions, including section 163(j), BEAT, FDII and GILTI. He has also assisted various industries in adapting their policies and systems for section 871(m), including large international broker‐dealers, streamlined broker‐dealers, asset managers and investment funds. Mr. Jimenez handles complex tax controversy issues, leveraging his IRS experience to represent clients successfully before taxation authorities. He has resolved numerous IRS examinations in his client’s favor, including cases with up to $2 billion in liabilities. As a business advisor, Mr. Jimenez provides consulting services that address the full needs and goals of his clients. This includes helping them to develop sound policy processes, including IRS audit, recordkeeping, documentation, anti‐abuse and IT policies.
Peter Brown

Peter Brown is a Vice President within BBH’s Global Tax Services department, focusing on tax product matters impacting custody and fund administration businesses, from a U.S. and global tax perspective. Within this role, Peter advises operational and compliance groups and supports BBH’s client base, including intermediary banks and asset managers.

Prior to joining BBH, Peter worked as a Product Specialist within IHS Markit’s CTI Tax Solutions business, supporting due diligence applications and providing consulting support to bank and fund clients. He also worked within Citi’s Corporate Tax and Direct Custody and Clearing businesses, providing guidance on implementation of U.S. tax and regulatory initiatives globally.

Stevie Botti joined BNYM in 2008 and is a Director in the Corporate Tax department as the head of the Tax Compliance and Quality Assurance (TCQA) team. Her team is responsible for maintaining various centralized processes; i.e., the document validation logic, tax deposits and returns and a PMO that oversees the implementation of the regulations across the firm. She is responsible for process improvement and increasing compliance.

Prior to her current role, Stevie worked in the advisory team within the Corporate Tax department responsible for setting policy and standardizing implementation of U.S. tax regimes for various businesses across BNYM; including Custody, Investment Management, etc. Additionally, she successfully managed several qualified intermediary (QI) reviews, as well as an IRS audit of BNYM’s Form 1042.

Mr. DeSacia is a Director of DTCC’s Tax Services within DTCC’s Settlement and Asset Services group. Ian is responsible for leading DTC’s TaxRelief, U.S. Tax Withholding Services and DTC’s Tax Event Announcement solutions.  Ian has led initiatives to ensure DTCC is compliant with Sections 871(m), 305(c) and 302 of the IRC.  He has also led initiatives for providing solutions to the industry with 305(c) and 871(m).   
 
Prior to joining DTCC’s Settlement and Asset Services group in 2007, Ian spent 4 years working in Financial Planning and Analysis and also worked in the Corporate Tax Department. Ian holds a B.S. in Accounting from LeMoyne College and an M.B.A in Finance and Economics from NYU’s Stern School of Business.

Laura Barrios is an attorney for the Panamanian law firm of Morgan & Morgan and works in the Estate Planning and Corporate Services Department of the firm, advising clients on international tax issues, mainly assisting companies on efficient corporate structures and compliance matters.

Ms. Barrios is considered one of Panama´s most knowledgeable tax treaty and CRS and FATCA reporting export. She has been an advisor to the Panamanian Government in tax treaties negotiations and in the implementation of fiscal and transparency regulations and policies that favor Panama´s jurisdiction.

Prior to becoming an attorney at Morgan & Morgan, Ms. Barrios worked as Senior Consultant in an international consulting firm specializing in audit, tax, financial and accounting services.
In the public sector, Ms. Barrios has been appointed as head of the Legal Department of the International Tax Sub directorate of the General Directorate of Revenue of Panama, as well as the Technical Secretary of the High-Level Presidential Commission for the Defense of International and Financial Services. Currently, she is part of the negotiating team of Tax Agreements of the Republic of Panama.

She obtained an LL.B. in the School of Law of the Universidad Catolica Santa María La Antigua in Panama (Magna Cum Laude), and a LL.M. in International Tax Law from the WU (Vienna University of Economics and Business).

Melinda Schmidt
Principal, GCS

Melinda is Principal at Global Compliance Services LLC (GCS) where she provides operational tax advisory services to financial institutions (FIs) with a focus on US tax information reporting and withholding requirements. In her more than 30 years of industry experience in serving FIs, Melinda has gained expertise in the QI and FATCA regimes, as well as IRS Information Reporting and Withholding regulations.

Prior to GCS, Melinda was Director at KPMG, specializing in the same area of focus, with responsibilities that included diagnostic and compliance reviews, training, management of its Information Reporting Practice Advisory Service and its FFI News Service. Before KPMG, Melinda was Vice President and Director of Compliance at Federated Investors where she focused on mutual fund, transfer agency and retirement product compliance. In that capacity, she was responsible for compliance of two registered transfer agents with emphasis on rules of the Internal Revenue Service, the Securities and Exchange Commission, the Stock Transfer Association, and the states’ taxing authorities. Prior to joining Federated Investors, Melinda was affiliated with various Pennsylvania banks, including Mellon Bank and PNC Bank.
